Mix the starch with one cup of milk and set aside. Mix the remaining milk, cream, and vanilla in a pot and heat them; when they are well heated, add the starch-and-milk mixture you set aside and stir. When the mixture thickens, add rose water and orange blossom water, stir well, and remove from the heat
