1 cup plain flour2 cups powdered milk1 cup sugar4 cups water3 tablespoons orange blossom water (or floral water)

Peel the apples, then use a melon baller to scoop out the cores. After hollowing each apple, place it in a bowl of water to prevent discoloration.
