4 cups powdered milk1 1/2 cups sugar1 cup water1 teaspoon finely ground cardamom1 tablespoon rose water1 tablespoon butter or 2 tablespoons vegetable oil

In a saucepan, combine the sugar and water over heat, stir, and let them come to a boil for 5 minutes; then remove the pan from the heat and add the butter, cardamom, and rose water, then add the powdered milk in batches, continuing to stir the mixture.
