1/2 kilo minced or pounded meat, cleaned of sinew, veal or lamb3/4 cup fine bulgur, sprinkled with water1/3 cup dry fine bulgur1 small dried onion10 fresh or dried basil leaves5 fresh mint leaves or 1 tablespoon dried mint1 sweet red pepper1 hot red or green pepper1 teaspoon fresh or dried marjoram1/4 teaspoon black pepper1/4 teaspoon cinnamon2 tablespoons kibbeh spiceSalt
