500 grams lean, fat-free meat (pounded)1 1/4 cups fine bulgur1 large onion1/4 red sweet pepperA few fresh basil or sweet basil leaves, finely chopped1/2 tablespoon kibbeh spice1 teaspoon hot pepper paste5 tablespoons vegetable oil3 tablespoons olive oil1 teaspoon salt1/2 teaspoon hot pepperVery cold or iced water - just a little, for kneading the kibbeh

Substitute for ready-made kibbeh spice

1/4 teaspoon marjoram1/2 teaspoon ground cumin1/4 teaspoon black pepper1/4 teaspoon seven-spice mix1/4 teaspoon cinnamonA very small handful of dried, crushed flowers
